After the latest chapter two things have become clear :
1. Sanji is a fighter of a different caliber when compared to Page One
2. Calamity level opponents will be required as his end of the arc opponents
Why is this clear now ? Well to understand this we need to understand the type of dynamic Sanji and Usopp have and how they perceive each other in terms of the strength difference between the two.
This is Usopp after encountering Sanji's end of the arc opponent in Alabasta. He was defeated in seconds, and by the end of the arc Sanji defeats Mr.2 and recovers Usopp's goggles.
This is Usopp after encountering Sanji's end of the arc opponent in EL. Once again Usopp can not put up a fight, and he feels worthless after Sanji saves him.
Both Sanji and Usopp are painfully aware of the chasm that separates the two in terms of strength. Sanji helps Usopp out not by lying to him and saying that he could have done something against Jabra, but by telling him that even if he can't defeat Jabra, even if he's not strong enough to fight an opponent that can properly entertain Sanji in combat, there are other thngs that Usopp can do that Sanji can not outside of 1 vs 1 combat.
Now fast forward in Wano we have Usopp witness Sanji fight Page One in the Flower Capital
and yet he is confident enough to make himself Page One's target at Onigashima
and Sanji is confident enough that Usopp can take Page One on
that he and Nami can stand up to Ulti and Page One, which doubles up the stakes since if Sanji would doubt Usopp here for a second he'd jump in to protect Nami in his place.
It's now safe to say that Sanji vs Page One was indeed merely a test run for the RS, where he was taking it way easy and only experimenting with it's features. F6 level opponents are not serious threats to RS Sanji, and his opponent going forward needs to be at least Top YC level.
