Yes, and his feats are not comparable to OP's top tiers; several of them demonstrated a few country level feats already, WB even has some (small) continental ones. Luffy's giant fist is island sized. Again, island SIZED. The punch was calced Large Country Level with the full force. And Kaido briefly matched it with his ultimate attack.
Oda's also incredibly inconsistent at sizes.
For example, you have the mountains on top of Onigashima's skull; they are several times larger than Numbers (67m) and were calced 440 - 500m, yet in some panels it looks like those mountains are just average hills at best. So it doesn't look as flashy when characters destroy multiple of those. King destroyed a few mountains, which are even more than twice as large as the mountains on the rooftop and thus, these are in the kilometer range, but people - or let's say casuals - don't think it's that impressive. The same people then say Madara's feat of destroying/cutting a few mountains is above what OP characters are capable of when it is actually not but it does look more flashy.

WB was moving tectonic plates; that's a feat above everything what Naruto top tiers are capable of.

Doesn't help, but i reckon many authors are faulty of this, wouldn't hold it much against him.

This applies to speed as well, nothing One Piece characters ever do give us a sense that they're immensly fast aside from Sanji's latest feat against Queen and Kizaru's shenanigans. Meanwhile One Punch Man has stuff like this :
All in all i wouldn't blame "casuals" for looking at what One Piece can offer and conclude they're not that strong, you do need a lot of context to determine their true strengths.
