Not just Usopp, basically Usopp + Nami represent Luffy + Zoro
Sun God Luffy ~ Sea God Usopp
King of Hell Zoro ~ Queen of Heavens Nami
Basically Oda is trying to tell the same Idea from these Two Duos, but One Duo is about Inherited Will (Luffy & Zoro)
While other Duo is like an Origin Story that started from nothing (Usopp & Nami)
This is why Oda said that Usopp is Weak because he wants Readers to relate to him & feel that He is just Normal & not Superhuman like others. Luffy & Zoro on the other hands are Special, but Oda wants to show us that Usopp & Nami can be as Great as them even if they aren't Special & are Fragile as Normal Humans.
Luffy/Zoro are all Muscles but no Brains, while Usopp/Nami are about surviving thanks to Brains, rather than Brawns.
It's like Oda wants to say, it doesn't matter if you're Special or Not, everyone can reach such High Places.

Usopp and Brook are the only SH with no plot relevancy in this arc...U can take'em out of this arc and u won't notice the difference..
It's shame how Oda is treating Usopp in wano, no character dev+ no haki, no Pup..
I hope the arc of Elbaf comes with major plots for him..

He is already called "God", and since he is Pirate & that's his Epithet, then it's like He is Sea God
Also his Dream is to become "Brave Warrior of The Sea"
So it's clear that Nika's Epithet is related to the Sun, but Usopp is related to The Sea
These things are basically hinted since East Blue Saga
Zoro said "My Name will reach Heavens", so He will become Enemy of Heaven No.1, meaning King of Hell
Luffy received Straw Hat after he declared his Dream, which refers to The Sun
