In Egghead, Luffy already beat Kizaru twice.
When the SHs inevitably fight the BB pirates, someone will need to face Kuzan. While it is possible that Kuzan is defeated by an ally like Smoker, Koby, or Law, we have seen many times how Oda likes to give Luffy two major 1v1s in an arc. In Enies lobby, Luffy got blueno and Lucci. In Dressrosa, he got chinjao and doffy. In WCI, he got Cracker and Katakuri. Likewise, I think it would make a lot of sense if Luffy beat Kuzan before he beats Teach in the BBP arc.
Kuzan is Garp's protege, whereas Luffy is his grandson. Kuzan, after being disillusioned with the WG, decided to join teach. By beating Kuzan, Luffy will show him how he joined the wrong team. How the true liberator of this world isn't going to be Teach, but rather Luffy.
Lastly, I think Akainu will probably be Luffy's warm up fight in the final war.
This isn't to say that Oda will sacrifice the admirals to simply being warm ups for Luffy. We saw in wano how characters got multiple fights, I'm guessing this is a thing we will see going forward. Oda can have Luffy beat Kuzan in a one sided battle, then have Kuzan get up for a more in depth 1v1 with Smoker or Koby. He can have Luffy stomp Akainu, then do a more in depth 1v1 with Akainu and Sabo or Dragon.
While none of these admirals are really important enough to be arc villains, they are still important enough for Luffy to face.
