While determining the bounty, not only the strength of the person but also how much of a threat they is taken into account.
The only person in the OP universe right now who can read ponegliff, and probably the most influential person to be played a role in finding one piece, is Nico Robin.
Or do I know wrong?
If so, I don't understand why the bounty for it is so low.

That's why Robin is most dangerous people for WG right now. Because she is with Strawhats. If WG can kill Robin, threat will be removed. Even If luffy arrives raftel, they will not learn what happened .

The WG assigned her a bounty of 79 million due to her knowledge of Poneglyph at 8 years old. And then after the Enies Lobby incident, she suddenly only got 1 mil boost to get 80 mil? She would easily get 100 mil or more if the plot wasn't stupid.

Bounties don't stack. They are reassigned and readjusted. The first bounty was essentially fake news with the fake backstory and the fake justification being publicly given. The second bounty was her true worth as they no longer needed the pretext.

If the ope ope is worth 5 billion Robin should be worth equally as much. Combat wise it's really hard to gauge. She subdued Hakuba Cavendish (330) due to possessing a perfect counter. Robin could probably take out pirates around that level (Pekoms 330, Tamago 429m) but at the same time Pedro (382) and Bartolomeo (200) should be too much for her, Daifuku (300) as well.
