Yes but they use their own body as a weapon so we can consider them martial artists in a way, even if they don’t practice a martial art per se.

It's too op, I already said it somewhere else. Mortal arts are too effective and op so Oda doesn't like to use them but the biggest reason why he doesn't like to use them is because it would overshadowe swordsmanship and Oda can't let that happen especially when he concentrates on Samurais in this arc.

But i think he able to do a Gyojin Karate. But i dont know who able to use Martial artist in this war. But i hope Fukurokuju or some dudes from Minwarigumi squad able to do so.

Do you mean from the main Wano characters ?
We have kawamatsu for Hybrid style. Fukurokuju is a ninja,doesn't have a blade ,so he must have some unarmed combat style as well.

As for the "fodder",considering Oda wouldn't show them,better to not have any .

While I think Oda draws better nonblade fights, I don't think this is really big deal. For the majority we will get unarmed combat thanks to the main cast anyway.

Because Sasaki bring a sword. This could lead to the matchup between Sasaki vs Jinbe, or Sasaki vs Kawamatsu.

In this case, if Sasaki vs Jinbe we will see a Gyojin Karate fight
And if we see Sasaki vs Kawamatsu, we will see Fishman Sword Style or something like that.
