It is very clear that the early arcs Oda wrote for One Piece were very well thought out and had logic and passion behind them.
They are very different from what we see now in One Piece, even though they are written by the same author.
I think what is happening here are two things:
1. Firstly, Oda had to stretch out his story and subsequently increased the power levels to utterly ridiculous levels, which led to him not being able to write the ending he might have had in mind 25 years ago (that is, if he even had thought of an ending yet, which I don't believe to be the case.)
2. Secondly, Oda has actually given up on writing good arcs, because he doesn't care anymore. It is very clear that Oda is just ignoring his character's motivations and backstories, which have been established decades ago, and is just making them do stuff that doesn't make sense from their own perspective.
Conclusion: Oda doesn't care anymore and just makes up stuff as he goes, actively destroying his own creation in the process.
