Yeah, but Sanji been fighting many notable enemies on his own without RS, Zoro got helped by Drake, those on rooftop, and Franky in his fight and even Enma, magical sword on his side. Sanji had to fight more on his own compare to guy who is fake Enma user and still unable to beat guys like Apoo with Enma and is getting tossed around by a guy you said he could 'one-shot'. Please stop on that.

Dumbe logic since Raleigh says you cant train to get coc. You have to be born with it. Then once you get it you can't train it. It simply becomes stronger the stronger you as a fighter becomes. Sanji on the other hand has basic armament haki and has observation haki less hyped that cobys. Hence why his route of a good powerup is lineage factor

I don't think he is and neither has he really been portrayed to be. They were probably just waiting for the rest of the guys to arrive. The hat and scar guy has been highlighted much more and has been quite mysterious for a while now. With him having the same scarf and everything from the CP0 guy in Elbaf too. Also, it'll honestly be underwhelming for Lucci to be the leader. They need an admiral level guy to maintain the organisation's hype for the final war. And unless you think he has a higher growth rate than Luffy, Lucci isn't on that level.
