Let's wait and see. We'll know what inventions he got "inspired" by the ancient kingdom notes, and what he came up on his own.
And if he did most of his stuff without it, then I would agree he's deserving of his hype. But until then, his title as the smartest man in the world is under suspicion.
Of course he would have been inspired by the Ancient Kingdoms tech. That's more than half the battle with science, is taking old concepts, and using them to invent new things.

But, what's the difference between him remembering it all, and writing it down to read again, when he needs it?

Ohara scholars barely figured out a powerful kingdom with advanced technology existed in the past after reading everything. I don't get why we're acting like VP was handed over the literal blueprints of Ancient Kingdom's technology. For all we know, the information in the books could be as basic as "Gaint robots with the ability to defy gravity existed in that Kingdome, and objects can be turned into devil's fruit users."

VP probably took inspiration from it and figured out a way to defy gravity and made inanimate objects into devil's fruit users all on his own. Bear in mind, VP discovered the blueprint for life even before Ohara. It's with this technology that he used to replicate Kaido's devil's fruit.

He literally owns the robot that attack the WG 200 years ago.

The difference is that, none of the others even had the notes. But they still are respectable enough scientists. The brain fruit isn't the problem. The brain fruit AND the notes is the problem.

If vegapunks research isn't the current level without the notes, then he is not as smart as he seems. And we have reason to believe that it wouldn't be the same level without the notes.
 
Something we overlooked, when VP discovered lineage factor he already had his devil fruit:
1. Vegapunk with help from MADS research team discovers lineage factor
2. Ohara flashback, Dragon remarks how his head singles him out as usual
3. WG grows wary and absorbs their team into their own.

So super memory that enhances intelligence + the best team for support
