Gorosei aren't Luffy's next main fights as main villains.
They're not above KAIDO and BM

This is like thinking Calamities or whatever are above katakuri
Or that everyone that came after Doffy is above him

You need to be Luffy's opponent to actually be in the talk as Luffy's past opponent
Or have the portrayal like Yonko are on the same level

We have actually to see their roles, it depends also on how much arcs Oda still intends to do. It is true that.. let's say.. Queen as a minor villain of Wano is below the acting villain of the previous arc (Kata) but it is also true he is stronger than the villain of 2 arcs before (Dressrosa and so Doffy). Now Oda needs to build some threats again and Shanks and BB are way too less, now he is building up Im with his holy knights and now it seems gorosei too. Honestly I am not sure if they will really be above yonko level but with the infos we got this chapter the fact that them had no problems at meeting Shanks alone in a room and spit in Akainu face have way more meaning now. So, imo, it is to be expected they will at least be around that general level (a bit below, equals, weaker even because the yonko level is a range and not a single point value) depending on how Oda wants to use them.

1.Queen in udon no sold an attack from luffy and asked him who the hell do you think I am .
2 Was not scared to tango with bm even knowing she was a yonko, something kata bum can never do since he is a bitchass boy too scared of his mom .
3.Put bm to sleep .
4.Casually watched luffy use coc and train in acoa and was just laughing at it.
5. Took shock wave attacks from Marco and no sold it. Tanked all of perosperos arrows which would have wiped out Marco and no sold it.
6. Tanked attacks from king, attacks which sent zoro flying .
7. Casually Tanked all of sanjis attack without dodging
