Based on what?

I'm all for Zoro >= Sanji if he can show good feats against Lucci but Zoro and Sanji have always been a pendulum and it's swung in Sanji's favour right now.

Law though to me has battled much tougher people to put him above Zoro.

Kid I maybe able to give you = Zoro but again he's battled much tougher people so it's difficult to scale Zoro above him.

The two characters had different treatments. Zoro grew stronger through his exploits, Sanji through his personal development. Its not that hard in Egg-head to assume eveyone potential

And you can't say NOW if one if far stronger than the other. To say this we have to know the limits of germa genes first.
