Everyone has atleast one or two people they care about. For Lucci it's Kaku and probably some others from the original CP9. I don't think Lucci would be crying for Stussy, she betrayed them anyway.
 
Even 2 years ago he could still hang with Kizaru and just a couple of weeks ago he scared off Blackbeard. In his prime he most likely was > any admiral so they would have needed to risk 2-3 admirals health through injuries or death.

Poking Ray might also have triggered himself or other Roger pirates leaking information. Garp who knows him well probably made the Marines accept just leaving Ray alone, it would benefit both parties equally. We already saw Garp say something similar about Beehive.

Ray is about the same scenario as Mihawk. Before they poked him everything was fine, God knows how many Marines have died since and how many ships have been sunk. The marines also inadvertently created Cross Guild.
Goes to show there’s unwritten rules of agreement between pirates and marines. When your a goat in an era with other goats, you get immunity from the ops lol

Because of their potential. Roger was a D who actually seemed to live up to the will of D which Celestial Dragons fear looking at Doffys reaction to law being one.

Also because roger was the pirate king, by publicly executing him, the world government gets to show themselves as stronger than even the pirate king and it’s a warning to pirates everywhere.

If it was because of the knowledge, the WG would’ve made buggy a bigger target in Marineford since he was a known Roger pirate at that time.
I get you and the world government got their win by killing the leader, but going off their logic/law that whoever knows the truth, means your dead.

that’s debatable, WG could see that Buggy was no threat until maybe now(east blue level strength) and doesn’t know much of the history.

In spoiler, they said Vegapunk mentioned Eternal Flame. Makes me wonder whether this is somewhat related to Gorosei's Regeneration. Maybe Gorosei had infused themselves with eternal flame making them similar to that flame. Inextinguishable.

And also, the reason why 20 kingdoms went to war might have been because of the Mother Flame. Joyboy might have been a Giant and Giants own the Mother Flame as a National Treasure. Maybe it was a fight whether to used the mother flame as a eternal fuel which the 20 kingdoms want or to respect the Giants' tradition. If you think about it, Wano is a country who respects tradition, so it would have made sense for them not to join the war.

York turned off her syncing with Punk Records after stealing the Mother Flame, which means not only does the others not know what she knows, the vice versa is true. York knew about Lulusia when it occurred and then made the recording. What he didn’t know was who used the weapon.

The timeline fits fine.
I interpreted York saying she did turn off her syncing with Punk Records just for this one time and held back only the information that she stole part of the mother flame. But you are right, Oda could have also meant that she cut herself off from syncing altogether since then. Either way, in this case we still have the main problem of the Stellar knowing that the mother flame was used on Lulusia. Where did he get this information? It can't be Stussy, because she is not on the Stella's side. York even hints here that this is the case by wondering how Vegapunk knows this information, and therefore has to have intel from somewhere within the WG. If York was sure that Stussy was on Vegapunk's side, she would not have questioned the Stella's knowledge about Lulusia at all, but came to the conclusion that this source within the WG must have been Stussy.
It could have been Lucci or Kaku, who gave Vegapunk the information, since they did seem to know something about the "Lulusia incident" back in chapter 1062. But this is only theorie.

Now that rhe full scans are out my final verdict for this chapter is a solid 8.5

Or he likely got the news of lulusia from the revs because Sabo was there and saw the massive glow and we know dragon and Shaka talk.
