Mihawk is not that weak actually, he is more than likely above Oden, Issho, the problem is people who put him as top 1 of the world when Oda literally is giving us more characters who are more relevant to the plot than him and people think the top 1 isn't among those he showed?
People will put Mihawk above shanks' brother just for the sword even if we find out he's as strong as Shanks if he had 2 arms

At least accept Akainu, Kuzan and dragon above him.

Mihawk's relevance matters as little as X-Drake's as far as it concerns One Piece. Mihawk can't fail at one thing i.e., at being WSSM. As long he lives up to his title, the other characters can take all the relevance he has, and it doesn't matter.

Haki is strength, I don't see Garp throwing his student into the ocean so he went for the alternative.
Also I believe there's a panel of Garp asking Aokiji if he still wants more, he only wanted to save Coby and leave.

On one hand, Mihawk isn't going to be top one in the verse. That's just wishful thinking


But at the same time, he won't be just oden level or above. He's WSS. He's tied to the goal of second most important character Zoro. Mihawk ceiling will be above shanks but not above Luffy and his EoS opponents
