So basically how Whitebeard's attacks have the power to make the sea reverberate all the way from Marineford to Sabaody and Long Ring Long Land if he wants, but can also only put a small (not actually small but compared to his usual DC it is pretty small) dent in the ground when he's attacking Teach. In the second case, the attack on Teach has more AP than the attack that shook the seas, but less DC.
Same for his attacks on Sakazuki, less DC as they only shattered part of the ground in Marineford and wrecked 95% of the town, but more AP as they, yknow, severely injured an Admiral.
