They can't see why the character who actually pledged his life/career/pride as an officer on capturing Luffy multiple times throughout the series, only ranks up to pursue him and drops everything if he hears he's nearby/literally waited for him for two years, has the same ideological struggle and similar design/color scheme as Garp, the same rank and views on the higher-ups/his freedom as an officer, and literally the same interpersonal dynamic as Roger/Garp would have the part of the parallel they're trying to project onto Koby in the literal endgame after 1000+ chapters of them all being set characters.
