Because Wci doesn’t have its own resolution. It’s resolution is Onigashima.

But the plot line from WCI continued all the way through to Wano, the villains that were established in WCI carried over to Wano.

Punk Hazard and Dressrosa were a saga because Doffy was the main antagonist. Kaido was nothing more than a looming threat.

But big mom was the main villain of Wci and she wasn’t defeated till wano
