This goes to @Gol D. Roger too I suppose - but wouldn't a potential Emperor need a higher bounty than 1.5b? Queen, Kaido's #3, has a 1.3b bounty, pretty close to an emerging Emperor. I don't think bounties really meant to be looked at too deeply, they're mainly for hype.
Plus we don't know much about Mihawk's actions prior to becoming a Warlord, what he knows, if he's getting a boost after the fall of the Warlords because of his relationship with Shanks, etc.

Interesting comments! Perhaps we should create a bet thread on Mihawk's bounty with the penalty of losing being change of avatar/signature for a month as per winner's decision. If we are catching the spoiler providers' hints correctly, we may have only one day left to bet anyway.
