I highly doubt the authors intention when drawing Whitebeards final attack against Akainu, after he killed his "son", was to make it not his strongest attack. The intention, again, would be to concentrate the majority of the damage on Akainu himself. The ensuing damage on the environment was a testament to its power but also just dramatization of the scene to match it's emotional weight as the climax to their conflict, as evidenced by the symbolism of the enemies HQ being destroyed and Akainu falling into the earth. Also, if you really want to get into the nitty gritty of it, which I doubt Oda even thought about, then it can be argued that the reason the environment didn't suffer as much was because Akainu took most of the force, which proves that WB's intention was to concentrate the damage at the point of contact.
