Because of the pattern. Chapter named "X vs X" ends in an attack and then next chapter the victim of the attack is defeated.

I said when an x vs x chapter happens the fight ends 1-3 chapters later. I specifically have said 1038 is not the end. No rational person would think Kid's bull was the final move

Yeah, the art is quite important in a fighting chapter. For now I don't think Oda drew Kid and Law attacks to be impactful enough to make a possible emperor defeat feels justified next chapter. But these type of things can fixed if Kid/Law get another PU/still have some secret moves
