Depends. I think Akainu Is the only real sure one, because I mean. I am willing to bet on him.
Fuji is similar, he should really have It and he even has the "bearing". Also, as I was saying, he should be the only Saijo user in the manga to not have It. Considering he Is a top tier and even acts like one, seems difficult to me.
Kizaru and Aramaki are the most problematic no doubt. Tbh for Aramaki all depends on the BB. If he has the BB, he has to have It too; if he doesn't, obv things change.
But I struggle to think Chinjao has It, Just to say one, and he doesn't. But it's possible.
