Luffy got more plot armor. So better CoO in times of need.
There is no one in sh who beats Luffy in haki mastery, nor jimbe/sanji/zoro etc.
He got strong coa to mold his own body in another form, g4, he got strong coo to evade and beat katakuri, he got strong enough coc to clash with strong people equaly and to wipe hordes of haki beginners.
Sanji is second tho in coo, just how zoro is second in coa(maybe, jimbe got some strong armament himself)

He got his perks from time to time. But those are not so relevant. You will see him saying only generic stuff for the most part of the story.
As I said he got his perks, but in this case he wasnt selfish, he was clueless of his actions. No one expected the things to be like that, he wanted to sneak in the prison and to get Ace without anyone noticing, but oda said no, you gotta fight, or we got no prison arc.
His original actions were not to free everyone, but he got no choice in the end(or almost no choice, he did what he did jsut to survive).

Sanji literally activates CoO, the heartbeat onomatopoeia, the panel darkening, and closing his eye to focus is clearly showing that he activated CoO. The same SFX as when Luffy uses his CoO against Katakuri.
The same SFX as Usopp uses his CoO down here.
Flampe stated that Luffy dodged her attack in a shock manner. Same thing happens with Sanji dodging Katakuri's jelly bean. And Luffy was using it unconsciously. Sanji was also caught off-guard at that point but he managed to dodged an attack from a YC1 with Future Sight.
And since Sanji's new CoO feat in the last chapter was so incredible, that only a blind admiral whose is God in CoO, and Enel using electromagnetic waves can replicate. Luffy and Jinbei can't hear the sound but Sanji can hear it clearly through the walls. So you can say that Sanji's CoO is on the same level as Fujitora's CoO who is an Navy Admiral and Enel who has the island level feat of CoO + his Devil Fruit.
