Welcome to Queen Sama's Show
I will take this opportunity to go step by step and explain how Queen Sama, by far the best, most funky Yonko Commander in the manga, would and should have won this war for the Beast Pirates through his actions, if not for the plot pushing hard for the heroes to prevail against all odds.
Step 1 - Have all your foes pinned on the lowest floor
Starting with Queen preventing Luffy and Zoro from reaching the roof early on and adding their strength to that of the Scabbards against Kaido, Queen made sure that everyone stays on the Live Stage floor for as long as possible.
As a quick reminder, at the moment he unleashed his Ice Oni Plague bullets
All of the SH's and the samurai were still on the lowest floor.
Even Luffy
Who could have got stuck there as well if not for Sanji pushing him to ignore Apoo and go towards the Roof as fast as possible.
Queen then makes sure everyone needs to stay on that floor, including Apoo who was about to ditch the party to save himself
And dangles the carrot on the stick in front of his opponents, making it so that they all have to run around in the Plague Infested field in hope of saving their friends
Step 2 - Make the most out of the Ice Oni Plague
The Plague turns those infested into powerful "demons", greatly boosting the strength of the "Pleasures" and "Waiters" of the Beast Pirates, that would otherwise be proper fodder in this war
As well as turning powerful foes against each other once infected, spreading the Plague more and more among the enemy ranks, and forcing them to kill each other.
Queen is basically sacrificing Beast Pirates expendable pawns, to take out important Pieces among the Samurai ranks, delaying the SH's on the lowest floor and potentially infecting them as well with the Plague if the situation continues to escalate as intended.
The only significant sacrifice he is making is Apoo, which is a required one to make sure the powerful opponents on that floor are kept busy.
And Apoo himself knows what kind of man Queen is and how the Beast Pirates do things, so all he can do is play Queens game and fight to take back the cure and save himself.
Possible objections :
1. He's antagonizing Apoo and that's a bad thing
Well not really. As shown above Queen acts in a manner that's expected from Apoo's perspective. He knows what he got himself into, and to the end he played the role Queen intended for him, fighting with the Samurai to get the cure.
To have Apoo relentlesly fight as Queen intended all of this time
was more than worth it.
2. He's giving them the cure and that's a bad thing
As stated by Queen, the cure he provided could only save a few of them if used.
That's why it works as a very efficient bait, as it get's everyone struggling to get their hands on it in hope of saving themselves.
"But look, they managed to deal with it in the end"
And so they did, but how did they manage to do that ?
Queen basically pulled a Thanos here. The Alliance required very specific circumstances to save themselves from this predicament
Basically the best doctor in the world.
And a Yonko first mate jumping into the fray to help out the Alliance.
Even more, it had to specifically be Marco among all Yonko First Mates.
Without him, most of the SH's would still be stuck on the lowest floor, and Zoro wouldn't have made it in time to the Roof.
They needed not only someone that strong, but someone who's that strong, can fly
and has not only powerful enough AoE abilities but also specific one's to delay the effect of the Ice Oni Plague
And even with all of this having to go in the SH's favor exactly in this manner
It was still a last second call. With everything going their way, Queen still almost had it in the bag.
Because not even a vaccine would have been efficient in these circumstances, and Chopper had to produce his own Virus and pit it against Queen's at the very last second.
As for Queen making it clear that he does not give a fuck about the Waiters and the Pleasures this chapter
It wouldn't have mattered, because it was supposed to be too late and they were supposed to be doomed.
It's admitedly a trope where it appears the Villain has won and so he reveals his true nature, but in these circumstances, with how Queen's victory was basically guaranteed, i can barely hold it against him not holding back how much of a jerk he is and how little the Beast Pirates care about these pawns that basically had their fates sealed and were supposed to turn into Ice Demons, and then die soon after.
To conclude, Queen's plan was pretty much perfect, and required outrageous circumstances to fail.
The man who basically made the Yonko alliance possible by forcing Big Mom to recover her memories
Capturing and bringing her to Onigashima
Is responsible for both the outrageous forces currently standing on the Roof
as well as all the struggles the Alliance had to face under the Roof up to this point.
Queen is by far the MVP of the Beast Pirates, and the best Yonko Commander, gracing us with his Funky presence in Wano
