There's some weird hax for a few characters that makes it hard to make a good list. Edo Tensei for Orochimaru in the War Arc is one of them, considering he'd get Tobirama, Minato and Hiruzen under his control. Kamui for Kakashi is also absolutely broken, by the end of the War Arc he can snipe 99.9% of this list before they can hope to react.

Without the Kyuubi, Minato's way too broken as he is. Intuitive use of FTG, boss summons, high chakra levels, reaction speed rivaling or surpassing Ay the 4th and the ability to cancel out summoning contracts with a seal. It was almost a toss up between him and Orochimaru for the top spot

They did but objectively speaking, Muu’s powers are better suited against more opponents. Jinton, flight, invisibility are all crutch moves. Whereas it’s much easier to bypass the mirage genjutsu or Joki Boi.

I’m not sure, cause imo I wouldn’t put Orochimaru>Tobirama till he got Mokuton. And personally I’m not even sure if Hokage Minato(BM Minato definitely beats him tho) beats Tobirama. My list would look sum like:

Granted my Naruto knowledge is a lil rusty, but Kisame tha strongest Kiri shinobi we seen in tha whole series. Tha same way Minato could teleport to Obito cause of tha hirashin seal, Tobirama would be able to as well all ge has to do is tag em once. It’s only Hokage versions, so I didn’t include Kakashi War Arc feats and stuff or else he’d be MAD higher and tha Orochimaru I placed was him without Mokuton. Only feats we can use for Hiruzen are his old man feats do not too much to use

Yeah but it also means that Gengetsu had the tools to track Mu, to counter his Jinton, his doppelgänger and his other hax.
I prefer Muu powers a lot if I had to choose but Gengetsu was a monster.
