Sanji's dream is still finding all blue. It is not about becoming someone strong like Luffy or Zoro. He was always about cooking. Sure he is one of the strongest fighters but I think since New World Oda wanted to showcase Sanjis cooking more as well. That's visible during Punk Hazard and WCI. His passion is cooking. He saved multiple islands with creating a cake to stop Big Moms fits. It may sound ridiculous but it showcases him as a cook. So for me it's obviously his cooking skills.
One of the whole point of the arc was that Sanji was right and Judge was wrong when it came to stuff like cooking and Kindness , The Germa are strong but they literally cannot govern over anybody due to The Family's inability to realise that Brute force isn't everything

Since Sanjis introduction the emphasis was always on his cooking 1st fighting 2nd.
WCI just cemented that.
The arc was all food themed: from the Devil fruits to the islands to some of the characters names.
Sanji is a capable fighter, but his main purpose is to provide substance to the crew via cooking.
He even stated this himself before the Timeskip starts.

Dominated? he blocked a big ass spear with his legs which Zolo san couldn't block a nail or sickle with his body

He spends what 5min chopping up vegetables some extra minutes whisking up some cream and preparing some dough, and the rest of the time cooking with his leg. The guy is a fighter, he prepares some shit during his rest periods. Black leg style is a fleshed out fighting style that has I believe even more techniques than Zoro with all his 1,2, and 3 sword style techniques combined. Sanji is a fighter and his feats prove it

Capone's goons dodged Kuri's attack
Sanji blocked the spear and ended up on one knee...spear did damage....from Judge who was holding
It took all of Sanji's might to momentarily knock out his captain who had already fought a 11 hour match who also wasn't defending.
It took Apoo just 2 attacks to achieve a better feat than this against a fresh Luffy.
First clash he got overpowered. Second clash was meant for Carrot
Doesn't change the fact that it was a cheap shot though. It isn't surprising that Sanji only looks good against characters when he is cheap shotting and using sneak attacks. Whenever he is matched with such characters in direct combat, he always gets overpowered.
