Lucci, Kaku, Blueno and Kalifa were send to Water 7 mission.

Are Blueno and Kalifa > Jabra then? Guess not.

I think CP0 have different groups and missions.

Lucci's group consisting of Kaku and Stussy are specialized for infiltration mission.

Jabra's group are defending the HQ (Enies Lobby) and Mariejois.

When CP9 needed manpower in Water 7 arc, they reunited with Jabra's group.

I'm not trying to diss Stussy here, she's my favorite CP0 member. Kaku is second, Lucci is third, Jabra is 4th.

But Stussy doesn't have to be stronger than Jabra in order to do her mission. Her greatest strengths are her hax.

6v1 is alone, Nami attacking the Seraphim is alone too. Zoro vs 2 Seraphim and the one that busted half of an island against a Yonkou while the weaker Strawhats have to fight the unfinished Seraphim that had his hands on Nami, Robin and Usopp and didn't hurt any of them.
This is what happens when the cook fights the weakest, the most irrelevant opponent around, we need to make up feats.

The Seraphim bodied Brook, Edison and was going to kill Nami. Sanji saved her, thats what happened

Just let the Anti-Sanji Legion be. When Jabra has a mask and Awakening, they will be coping, seething, malding and crying salts out and gonna come up with some new excuses. Didn't Toei kinda force Blueno and Kalifa to be members for Film Red (or at least convinced him to okay it)?

They pretty much outnumber the "Tribal masks" guys now who had an interesting vibe to them

Now those guys got off paneled with one of them dying to an injured Izo, The other bleeding to X Drake and then dying to Kaido, and the third getting off paneled by BMP, and the fourth being nowhere to be seen
