Yes. Losing an arm nerfed Shanks. He adapted to that one arm but still isn't quite on the level he would be with both arms. But that still is enough to be Yonko level.

Remember that swordsmanship is one of the strongest powers in One Piece, and Shanks is one of the strongest Haki users, most likely the strongest Haki user among the Yonko, with internal destruction Haki and FS. No gun or kick is going to compensate for his swordsmanship.

Haki has always been portrayed as the non plus ultra of potency factors when it came to power levels topics and more empirically the way we approach them, so this is why it sounds logical to infer that Shanks needs nothing else but a wonderful CoC, amazing CoA and beautiful CoO. However I would add a great swordsmanship to the equation, despite his style has yet not been ascertained by evidence and we can only posit it for now.

Considering new levels of CoA and CoO have been introduced to the story in WCI and Wano, a greater level of CoC probably exists as well. Shanks should have this higher level of CoC along with future-sight, advanced CoA, and swordsmanship relative to Mihawk. Shanks is young compared to the other Yonko, so there's no reason to believe he didn't get stronger in the years between losing his arm and now.

Also you were advocating that Roger wasn't a mere swordsman, but now suddenly with Shanks he is nothing but a swordsman. Double standard Roger has a bigger case as he has actual named sword moves.

I'm very curious how Oda is going to handle him. First, when he lost his arm to sea monster, Oda didn't know how Shanks is going to fight. Its possible that go back and forth with his abilities.
Second, all Yonkou have DFs and at least two of them are physically superior than he is.
Third, even though there are a lot of strong people without DF, top tier are DF user's.
It's inconceivable, that someone that strong (top four of all living and active pirates) can be without DF. Only way that would happen, if Oda never show him really fights, but I don't think that's gonna happen.
