Trolls aside, there are quite a lot of people who truly believe, that Shanks works for the Gorosei and feeds them information on the Goroseis request. The Manga however speaks another language.
Gorosei specifically ask Shanks what he wants and why he'd come here. Would you ask that an informant that secretly works for you? Furthermore, they specify that someone of Shanks' should not be involved in politics. They say, they only allowed him to enter since it's him.
This means, Shanks has the superior standing here; Shanks is the one having a request and the Gorosei are the ones willing to listen since they respect Shanks. And that's even though Shanks does whatever he wants; be it breaking through the marines defense to meet Whitebeard, which put the Gorosei in a state of awe [1], or just entering the war to end it and take the marines trophies (Whitebeard's and Ace' bodies).
Marinefans point out, that Sengoku gave him Ace' and Whitebeard's body because he knew of his affiliation with the Gorosei, hence saying "since it's you, I take responsibility for it". But that's fallacious because of 2 reasons:

- There is no reason to believe that Sengoku would know of any affiliations between the Gorosei and a Yonko, since Sengoku isn't of a rank that would give him such information
- If Shanks really was affiliated with the Gorosei and Sengoku knew of it, there would be no reason for Sengoku to say that he would take "responsibility" for it. Responsibility towards whom? The same WG and Gorosei that would allow Shanks to end the war and take Whitebeard and Ace with him anyways? Taking responsibility implies that Sengoku would act in a way that would contradict his superiors orders.
