General & Others Sugar performing her ability on prominent figures - what would the world's reaction be?

We know that when Sugar performs her ability on someone in order to turn him/her into a toy, everyone else will completely forget about that person. Every exterior information becomes a myth. Now I entertained the thought about Sugar performing her ability on prominent figures.

How would the world behave, if these individuals were deleted from their minds? How would the world change?

- If she deleted Roger's memory on everyone, then many pirates will stop being pirates and they will be like "why am I doing this in the beginning?". This may include Luffy, Kidd, Law, etc who are aiming for PK title. If Shanks and Buggy meet, they will be confused "I know this guy but where did we meet again?". Or they may still remember they have done adventure together, with Rayleigh, Gabban, etc, aboard the Oro Jackson, but who lead them again?

- If she deleted Whitebeard's memory on every Marines in MF, it's an awkward one. They are still preparing to execute Ace, they may still think Ace's friends will come to save him, but they can't figure out who they are facing. Why they all already gathered in one place like this, with 3 Admirals, Fleet Admiral Sengoku, Garp, and everyone together, while apparently who they will face is just Marco and friends. Ace himself will have an awkward scenario in his head, thinking Marco, Jozu etc minus WB will come to Marineford and got 100% stomped.

without Im the Gorosei are leaderless. not sure who enforces the rules that the void century must remain hidder, but it could possibly lead to the biggest ruckus.
