Strongest combat type df are all with strong people (like top tier logias with admirals, Kaido's, and even BM even if BM's is way more than that), thise are strong but very difficult to target, at least if somebody doesn't weaken them a bit for you.

About good ones who are not combat related... Sugar's is broken as hell, with that you xan at the very least enslave a country and potenially even erase top tiers if you are lucky. Mr 2 df would help as well but BB already has the ninetails df so no need.for this one. To be honest even the invisibility fruit shouldn't be that helpfull against somebody with coo yet Moria didn't notice anything, also there is a reason if Oda make BB steal that df.

Then we know he went after the mera andbthe gomu as well. Probabky BB simply tries to take as much df as he can in a way. Then Moria's.df is pretty powerful and.broken as well. Foxy would be a perfecr target (weak with a decent df). Magellan another good one (BB even had forst hand proof when he oneshotted him.and his crew) but it is difficult to get plus it has its downside (can't leave Impel down). Perona is another good choice, she is also very vulnerable if he finds her. And probably many more.

Laffitte ---> New Devil Fruit imo --- > Had it always
Vasco Shot ---> Pocket Pocket No Mi ---> Took it when they invaded WB's Territory
