Paulie couldn't use his full power in Water 7 or Enies Lobby, because it would have killed people/destroyed too much of the areas.

That's also why Paulie didn't join the crew, he was too powerful.

Imu is going to try to use Uranus, but, it will be stuck: and Imu will realize Uranus got caught by Paulie's rope. Then Paulie will blow up Uranus. Now that's what I call Rope Action.
