It's pretty fair. Bounties aren't supposed to be reflection of strength, it only comes off that way because there is a correlation. They are your threat to the World Government

Bounties ARE a reflection of your strength. They are treated as such. Threat to your World Government is introduced as an additional=, internal factor. kind of like your credit score. And the example given, Nico Robin, was given a public-facing strength justification i.e she sunk six battleships, so that people would go "Ohh makes sense".

Even if it feels good as a Sanji fan, this bounty thing does not mean anything powerwise. Nico Robin first bounty was 80 million and she, at the time, was irrelevant in term of strenght but she got that bounty thanks to the informations she had.

and he got a 77 mil bounty
in terms of potential that's insane..

that's the only arc he ( one of the 3 core fighters) got a bounty... if he just got 25mil more he'd be a supernova atm

yea the train never had any combat, not did sanji nearly break Blueno's tekkai.. nor he defeated a master chef

and the Marines didn't even know if it was sanji who closed the gates of justice matter the fact Ussop realized only when sanji alluded to it

i believe there is a difference when you're a core fighter in a crew and only got 1 arc's worth bounty vs being a Warlord and an Empress of an island with a frozen bounty which is completely unrelated.. or even comparing Robin for the matter

the whole point is sanji's potential in the crew among the core fighters having his first bounty being superior to others

Marines already knew who Kaido was as a soldier in a kingdom and even asked him for Ransom from the king...so they already knew his worth and potential.. and concluded a bounty worth 70mil

when it comes to sanji its blatantly different
-Marines didn't know who he was (smoker never spoke about it hence Kaku didn't know who sanji was when they confront each other)

-Nor did they know his contributions prior to the arc

so as a first bounty without any prior knowledge of the combatant being 77mil is a BIG DEAL

if Oda had sanji do what he used to in pre TS..

he'd already be over 500mil.
