Where do you find that ranking ? It is yours or the databook's one ?

For me there are villains who are too high or too low :

Muscular in the Ar rank while Chisaki is only B.

Dabi in the A where Geten who is more or less equal to him is low end B rank.

But maybe those ranks are not only about power

I saw the data book but only the stats of the characters but didn't see the villain ranking that is why I asked
