Marine want to win with minimal casualties. At Marineford arc, navy had 4 Top tier, 2 top tier legend on weaker strength... While pirates only had 1 top tier. Then navy back off when there was a rising emperor candidate + 1 top tier to end the war.
The answer is simply to minimalize the casualties. Like garp-sengoku 2 vs 1 shiki.
On wano, there are 2 top tier + history on Oden strength on WB & Roger ship.
They need 4 top tier at least to strike them.
So, the hope of SSG is far better than 7bukai as SSG can be multiplied.
If the expectation meet, 3 admirals could have 10 SSG each + 30 vice admirals + 70 Rear adm/commodore + hundred captain & below.
While the existence of 7bukai can backstab Navy as some of them had connection with emperors. Navy need to wait for SSG and exterminate the 7bukai before taking all Emperors down on each place.
But we know, Luffy will be ahead of Navy to pummel Emperors arc.

Even if you consider that admirals arent on par with Yonkou you have to admit that a certain fraction of the Marine is superior to a single Yonkou crew. They could attack it and win with plenty margin without anyone in the world necessarily knowing what's happening... so that's why I call it all PLOT

Resources and power Vaccum!
If they went all out against the Yonko,they might not have enough man power to protect Celestial Dragons and Their Bases!
Also,the power Vaccum would allow for new pirates to rise!
The Yonko were stale mating each other in finding the OP!With no Yonko,someone might get to the OP!
Don't forget there are other forces aside from the Yonko:The revolutionaries might strike,Shichibukai might rebel,other super rookies might show up,someone might raid Impel Down...

The marines can't risk attacking any Yonko as that leaves them vulnerable to a second or even third Yonko coming to attack them while vulnerable, think Kaido coming to MF instead of Shanks.
Them leaving to attack also leaves Marijoa very vulnerable and their most important responsiblity is actually protecting it. The reason Akainu/Gorosei are now ready to go on the attack are the SSG and we still don't know how powerful/many there are so the SSG may cancel all the above reasons but they are relatively new and they are trying them against the Shichibukai right now.

same like onigashima or WCI, They simply coudlnt, even wb think twice when it"s about invading onigashima and roger clearly sneak in and using tactical and his brain instead just use power,
all is because all the yonko in their own turf is so hard to predicted and measure in power and forces, the other party couldnt handle taking the risk. kaido in onigashima and bm in wci, each teritory island is have unique way to defend, esp by huge force that marching to it. just entering the gate of the teritory itself is will be cost much of casualities. marine ships could sail on the way to onigashima only happen because the Beast pirates busy with alliance, but it is 1 : 1000000 moment. but if beast pirates werent occupied,,they will simply annihilated them,, even BMP is have hard time just to enter oniigashima, the alliance could enter because they have "inside men"

I think though that Akainu/Marines isn't really aware of CP0 going to Wano. And they aren't really going there to fight Yonko. CP0 will only take Wano if Kaido is defeated and they will try to snatch Robin no matter what happens. In case Kaido isn't defeated, they will snatch Robin and avoid direct confrontation.
