I don't know about civilians but he did slaughter an entire army for some soldiers disrespecting his crew, and he also slaughtered Squard's crew. So yeah hardly a good person.

Roger BM kaido WB etc were all bad because of their criminal activities but they had a limit unlike rocks who probably didn’t mind enslaving civilians.

I don’t like when people believe or push the idea of roger being good guy. They’re pirates and pirates are usually bad people
