What Non Pirate Group would make the best/most powerful Pirate crew?

Not counting Revs or WG/Marines but you can count groups within those organizations such has Sword, HK, CP0 etc

I personally think 4 groups in particular would be powerful enough to be considered yonko should they be pirates

Holy Knights- If you've been following Elbaf this one is pretty self explanatory, despite their only being about nine holy knights that we know of, this group would 100% be a yonko level pirate group, especially if they retain the abyss mark as pirates, they're not only powerful they are also organized and know how to work together with tactics and planning as shown in Elbaf when he used their abilities to their fullest use in order to kidnap the children more effeciently


Momonosuke and The Nine Red Scabbarbs- Momo already has vast potential given his devil fruit, genetics and ability to command a giant ancient elephant as well as the scabbarbs and all that come with them, with Inu and Neko you get the mink tribe, making this pirate crew one of the strongest in the story especially once Momo reaches his full potential

The Vegapunks- with their command over Pacifista and Seraphim being second only to the gorosei they have a wonderful combination of both intellect and power, they are a legtimate threat to anyone below a certain caliber of strength, remember whenever Kizaru and Saturn first started making their way to egghead it wasn't known that Luffy and the strawhats where on the island.


Neo Mads- has I mentioned in a previous post with all their technology and knowledge Neo Mads as the potential to be an extremely dangerous and powerful group especially if they recruit the right people Neo Mads can definitly grow to be a yonko level threat, they have the man power via Judges cloning technology, they have the potential to get somewhat powerful fruits via Ceaser's fruit research and they also have the potential to upgrade their militaristic prowess via Queens technology,

From those 4 groups the Holy Knights are the strongest now but the other 3 has growth potential.

Holy Knights are hard to scale. I don't think anyone is Yonko level but I think they are all pretty much around the same level. YC1, high tier, maybe low top tier but if Shamrock has ACoC then he could be Yonko level.

Momo and 9 Scabbards (without Yamato). Momo has Kaido potential but only if he unlocks ACoC as well as properly learns swordsmanship. 9 Scabbards (I think they are not 9 anymore, is just a theory, pun) I don't see any growth for them. They will remain as the high/mid tier they are. Without Yamato is really hard for they to become Yonko crew.

The Vegapunks + Seraphims. Well Seraphims are the big ones here, the real power. Pacifista would be an army of mid tiers while Seraphims are easily high tiers, low top tier or maybe even Yonko level if some learns ACoC. Considering only Hancock, Doflamingo and most likely Mihawk to have CoC they could have 3 Yonko members in the crew.

Neo Mads (no Vegapunk). No chance of being Yonko crew. They can be an annoying crew with big army but that's it. Judge multiple clones. Queen zombie army. Caesar failed DFs... At best they would be an army of mid tiers comparable to Neo Pacifistas when making multiple clones, giving them smiles and turning them into ice zombies.

So as for now Holy Knights would be the strongest but Vegapunks has the most potential giving Seraphims.

1. With the best hype of characters is the hk. They all have regen with at the very least adcoc to damage them. They've all been amped by imu and even the weakest 1 is probably a high tier. Lastly shamrocks maybe a top tier that could actually rival yonko captains where the other groups really don't clearly have that. They have wild hype and even someone like gunko wasnt hype as like a special hk manhandled someone like jinbe l. Jinbe is at the very least yc3 and could be yc2. They have the best shot of any of the 4 to be yonko by a mile in terms of basically everything.

2. The second best is vegapunks with the seraphim. It a team full of geniuses and all the seraphim are at the very least yc2. They have great attack force that would need at least 1 top tier in any force to fight them with a chanceto win. With the geniuses they could Amp them with tech and make great plans. As a overall force they would fall short of a actual yonko crew but they could be a yonko crew in the same way cross guild is a yonko crew. They lack territory and numbers but they more than make up for with quality. They can gain more territory and recruit pirates easily.

3. Third is momo and the scabbards. They would have the numbers and territory to rival a yonko. The problem is the high end talent. They have plenty of fodder, high tiers, and mid tiers but they have 0 characters that are truly strong. Momo or maybe kyoshiro are likely the strongest and they lose to most yc1 currently. Overall they have the territory, resources, and numbers to match a yonko but they just don't have the high end talent to match 1. If Yamato were here they could be 1 or 2 but without someone as strong as her they just fall short. Like with the seraphim and vegapunk they can be yonko in the sense of cross guild but not a actual yonko crew.

4. Last is neo mads. They just have 0 shot at being a yonko. The only thing they might have is numbers. They have the tech angle and can certainly make dangerous weapons. With someone like queen the can turn a entire army against itself. On top of that they can share tech with each other amping themselves. Thing is they aren't as smart as the vegapunks nor do they have really any high end fighters like the rest. In a war they can be devastating but against any yonko that get low diffed.
