I think Luffy'd be a polarizing figure at most, loved by many and feared by many.

BB would just be pure fear incarnate. An unnatural man with two devil fruits, one the embodiment of darkness and the other the most powerful Paramecia, whose crew consists of some of the most dangerous criminals in Impel Down and a former Admiral....

That's way scarier than Luffy, even if you see him as a demonic monkey or whatever IMO.

In the eyes of the people, Blackbeard killed Whitebeard and took his fruit, becoming the first person ever to have 2 devil fruits.
I'm sure most view him as the strongest man on the world now and fear him the most.

Luffy is just a Yonko like, Shanks and Buggy, very scary but not on the level of Blackbeard.

The average One Piece citizen doesn't know much, just that pirates are the worst so technically they would fear Luffy, Teach, Shanks and Buggy equally if they come across them if they even heard about them to begin with lol
As a reminder, WB was seen as an evil monster that could destroy the world so Teach taking him out could make some people appreciate BB somewhat, wheras Luffy is known to attack everyone randomly, government or pirates, he seems way more unhinged, especially since he has been on the news every week for two years now.

I'm going with Blackbeard even with Luffy lineage and committed worse crimes in his name. Blackbeard has two devils fruits. He seems more intimidating and menacing than Luffy.
What do you think?
BlackBeard crew is composed of level 6 prisoners. He goes around hunting DF users. He displayed the Gura Gura powers for the world to see. He killed WB in the same fashion. He has cut throat pirates under his wing and he is an ex-warlord. Meanwhile, Luffy is pirate Jesus that goes around saving nations. Blackbeard is definetily more infamous.
