I like them both but Pain is the better written antagonist since Doffy doesn't push Luffy's character outside of fighting. Doffy is more hype though, has more charm and charisma.

Doflamingo. Pain was set up to be the strongest but he was just a clown being controlled.

He is cool, but from Naruto, Orochimaru is the real boss. Or Madara before black zetsu.

If this is not a troll post you need to be checked by a doctor...madara is the trashiest most in his feelings puppet villain of all time,his appearance was literally the beginning of Narutos terrible decline.
Pain was a puppet too, but at least he had the courtesy to not be a whiny bitch
