But yeah, it's either or both of the two others.

Shiryu really needs a pretty good buff to be one of the last Zoro's opponents.

Atm its looking like Venus will be next opponent and then Shiryu and then Mihawk
I don't think SHPs will fight marines like they have fought villains and hence no Fuji fight for Zoro

Mihawk has beneifit of doubt over anyone for now.
But i don't think it's stupid to say Nasjuro has a chance of being the end boss after Mihawk fight.
Oda might wanna invest on these people who's by status 2nd only to Imu ( the actual main villain of the show for now)
The result of the Egghead ending would tell it, coz this could be a bulidup between Zoro vs Nasjuro Final War.

And the thing which is 100% plausible is Oda making BBP ahead of WG as Final villain group.
We've got Devon stealing Saturn appearance and they talk about taking the "World"...... Who knows they'll be the one taking down Gorosei and Imu after 3rd party and become the final villain for SH.
