Take his attacks and survive requires not only the highest physical power,but also the highest will-power to sustain the pain and damage. Chopper proved have both,as he was able of keep Prometheus busy until the cake for Linlin arrive.
And was showed during all New World how Sanji is weak both physically and mentally, making him incapable of do what Chopper did.

Sanji's lecherousness and sexism always scares and annoy girls he infatuate over. And is a recurring sad joke about his character that, even when he develops a bond with a girl, he is fated to never have a love story with them,as was with Viola and Pudding. And girls Sanji bond with never are great characters.
