These are my thoughts on why a marineford 2.0 situation with sabo will not happen:
1. Sabo's execution being the reason for luffy to start a war with the wg is a selfish one. It has been mentioned multiple times in the story that luffy will lead the world to its dawn. So basically luffy will lead the world or at least the countries allied with him into a war with the wg.
2. For that to happen the world needs to know how evil wg actually is, as we know after reaching laugh tale luffy will learn the true history and possibly gain a major reason to take down the wg. But will luffy go around the world telling everyone about wg's evil deeds? No luffy would most likely try to take down wg on his own with the help of his fleet. Even in this case the world doesn't have a strong reason to fight the wg.
- a darkness needs to occur before luffy leads the world to its dawn, similar to dressrosa where the citizens of dressrosa see how evil doffy was when he executed the bird cage, if luffy defeated doffy without the citizens of dressrosa experiencing this darkness then doffy's defeat wouldn't have been as impactful

This is where I think the great cleansing will come into play, this great cleansing will happen before the final war and it will be something so brutal that it will turn the world against the wg. Now the entire world will have a good reason to take down wg and follow luffy.
This great cleansing also symbolises the darkness before the dawn and luffy will be the one to bring the dawn.
4. What I think happened at the reverie: Cobra wanted to talk to the gorosei personally he probably mentioned about the poneglyphs in alabasta and pluton. So now the wg killed cobra, we also see Omu holding vivi's poster , the wg tried to capture vivi but sabo stepped in to save her, he is successful in saving her and I think the rev army escapes marie jois losing their communication devices and with a lot of injuries.
Sabo could have either escaped through kuma helping them with his df as their primary goal was to free kuma or one of the rev commanders is able to dig underground caves and another one is able to let his team mates fly. So the chance of escaping for the rev army is present.
5. If sabo escaped then why were dadan and makino crying? One reason could be that the wg framed sabo for cobra's murder. But that in itself is not a huge reason for dadan to cry. Another one that I think is that the wg announced sabo to be dead.
The wg sent one cp0 agent to take down morgan but if they knew morgan's location couldn't they have sent someone stronger? I think they deliberately sent a weak assassin to indirectly confirm that the news received by the morgans is true. They want the news of sabo's death to spread as it is a way to weaken the rev army.
6. What could the great cleansing be?
Cobra most likely talked about pluton or info regarding pluton being alabasta. Which led to his death. Wg could be planning to cleanse alabasta and the nefertari family to get their hands on pluton's info in alabasta. They also mention that the nefertari family betrayed the wg by choosing to stay with the commoners so they have hated the nefertari family and alabasta since a long time, this could also help them get rid of the 'traitors'.
7. So the world witnesses this great cleansing (morgan will play a huge role in getting the news out)
And then understands how evil the wg is and also combined with the fact that the entire world hates celestial dragons, this will be the spark needed to start the great war wb talked about.
