This is not by me , direct quote from Discord with CM

Smoker is unquestionably misunderstood and downplayed, but Oda actually wrote Smoker as the marine character with the richest character traits and sharing many obvious traits of every great outstanding marine , which are the great 7 (outside of Vergo who is a pirate in essence). While these marines are pretty one-dimensional characters , Smoker possesses a much richer and multifaceted character traits

(1) Akainu is described as the Red Dog for his tenacious personality; Smoker is described as the “White Dog” for the same reason, having also earned the nickname “white hunter”

(2) Sengoku is said in the Vivre Card to be a formidable foe in great part due to his tactical ability ; Smoker as we saw in Alabasta and in Punk Hazard relies greatly on tactics and strategy. One other example is how Smoker by deceit managed to trick Mr 11 by revealing he belonged to Baroque Works, and Sengoku also works similarly like we saw with his manipulation of Squardo.

(3) Garp is famous for taking rules lightly; Smoker was on the “verge of discharge” dozens of time from the mariens (info from SBS) because of his integrity and not followng stupid orders like a sheep

(4) Fujitora is a man that was introduced as a gambler, and his character was that that he gambled on Luffy against Doffy , and the reason for not interfering himself was because the gamble was that it would result, in his mind, to the world taking notice of how bad the warlord system was; in an SBS oda said Smoker’s hobbies are casino gambling and ceramics. It means Smoker also shares to some extent this trait , we can see it when he figures he can’t beat Vergo he gambled on Law defeating Vergo somehow. (Note Smoker didn’t approve of how extreme Fujitora was in Dressrosa).

Both Fuji and Smoker are highly opposed to the warlord system , which can’t be said for even Akainu who was adamant to keep the warlord system going even though he “hates pirates”

(5) Aokiji and Smoker share the same kindheartedness. They are also more curious and observant about state of the world than other marines, as Aokiji realises greater truths are obtained by going outside of the Marine organisation which is what he told Smoker; Smoker was the first to draw a connection between Luffy and Roger, it was him cluing himself onto thé fact Luffy is thé protagonist. Aokiji and Smoker are more observant than others

(6) Zephyr as one can prove is a canon character, and his launch into admiral status was cradled in G-5. Zephyr was in G-5 his entire career before becoming an admiral. Zephyr is very action oriented and that’s the reason for his being in G-5 and for the freedom and autonomy G-5 grants; Smoker went to G-5 for the same reason as Zephyr, albeit he doesn’t share his absolute justice, Smoker ever since Alabasta has been in pursuit of “status” and G-5 grants him that. Both Smoker and Zephyr are highly connected with G-5.

(7) Kong the supreme commander , he seems very proud of the marines, as he left both Sengoku’s and Garp’s records untouched as he didn’t want the marine reputation hurt, and he was consequently disappointed about their resignations; Smoker in a similar way is a highly proud marine, I think that can be surmised just from the fact that he sticks around as a marine even after being on the “verge of discharge” dozens of times because he doesn’t like to follow orders he doesn’t agree with he got held back. Smoker must feel a tremendous amount pride in himself as marine, even when the organisation is bad towards him and holds him back, Smoker has a principal liking for the marine institution in itself and I think shares the same pride as Kong. For both wearing the badge gives them a great sense of pride

What do you think about Smoker’s multifaceted character? Oda says one of Smoker’s hobbies beside casino gambling is ceramics, and here it is like Oda fashioned Smoker into a highly decorative and awesome piece of ceramics and all the different clay he used to make Smoeker are the 7 great marines I just laid out.

I don’t even think it’s too crazy to suggest, that I think Oda low-key is saying he took a little bit of everyone into creating Smoker, as he is the inheritor of the future marine organisation so he will have a little bit of every great inside him, ie he inherited all of their wills to a more or less extent

Smoker is the best in theory.
Pre-TS.
In practice, in the past 10y his exection has been laking at best, entirely shit at worst.
I've seen a diagram, once, placing Garp as the pure personal freedom on one end and Koby as pure feelings (regarding of one's wellbeing) in the other, whilst Smoker lands dab smack in the middle.
I agree with that. But Oda has to get off his ass and put in the char work for post-ts Smoker, else whatever he's planning for the next Foggy Admiral is going to feel undercooked.

Sometimes I think parallels like this are pulled from nothing, but I also think Smoker does represent the ethically sound principles of his fellow notable marines.
It's all rooted in Oda's early character work.
Which he himself failed to follow up on.
