Garp doesnt matter ultimately and thus his title means nothing, in line with the ceontext of how he got it.
Garling matters and his title implies that he at least won the hunting game on God Valley.
But it could imply even more considering all the big shots present on GV...

So I think he will clash with Garling at least but then the Roger/Garp/Rocks will make too much noise and they will ''agree to postpone'' since ''that would be advantageous for both''

The champion of God Valley isn’t Rayleigh or Garling, it’s Kaidou. Everyone lost a bit of themselves at God Valley — Rocks, Garp feeling ashamed and not wanting to talk about GD, Roger having to team up with Garp, and Big Mom ending up frustrated with Waidou.

They went so crazy over what Kaidou did at God Valley that the government’s next move to increase its power was to capture Kaidou and clone his Devil Fruit.
