Heres a theory about Zeff being in Rocks
1.) Firstly we know Zeff used to be in a famous Pirate Crew before making his own.
Pre- Stephen Paul Viz states Zeff used to cook for a Famous Pirate.
However Stephen Paul's translation shows that Zeff used to be a Cook in a famous Pirate Crew.
So the connotations obviously are Zeff used to cook for a famous pirate/was the cook of a famous pirate crew. Theres barely any famous Pirate Crews left to reveal...so if Oda were to ever reveal which pirate crew (which he likely wont) itd be Xebec.
2.) We know Zeff has gone to New World in search for the All Blue. He was first person to name drop the first-half of the Grandline as Paradise.
He knows the differences between either sides, thus he must have attempted to find the All Blue in the NW at some stage.
3.) We also know the Rocks Pirates all disbanded. So it would make sense that if Zeff was already in a pirate crew, the likeliest reason for him to make his own was because it disbanded.
4.) Zeff is 1 year younger than Linlin. Thus when she was 24 on Rocks Ship, Zeff wouldve been 23 and a rookie pirate cooking for Xebec. Zeff met Sanji 11 years ago....thus that 1 year he sailed the Grandline alone with his pirate crew was when he was 56.
And apparently he sailed the grandline unscathed with a fodder crew at the age of 56. No way a person could do something like this without prior experience.

The biggest plot-hole however is how come Linlin didnt recognise him when checking Sanji's background ? Easy answer....she didnt check on Sanji's background. By now we know the type of person Big Mom is, and we know she doesnt care for these things and would let her crew handle it. Plus she also said she heard rumors that Sanji is a cook, thus she was just briefed a bit on Sanji's past...instead of herself doing the digging.
So yh Zeff could possibly have been Rocks D Xebecs personal cook and have joined his crew.
