Doffy Hancock Ace are only below Katakuri who is another CoC user and Has FS, and also below these : Benn, Weevil , Sabo and Mihawk who have special hype.
These 3 have chances of beating any of the remaining Commanders/Warlords

Conquerors can only serve/lose to another conqueror with better power.

Roger: top 1 all time tied with WB; PK, LED ARGUABLY THE BEST CREW EVER
WB : top 1 ^ ; WSM AND UNCROWNED KING
Kaido : Top 3 all time; WSC, Ruler of Wano, EMPEROR
*Prime Garp : top 4 all time; Hero of Navy, Arguably strongest marine ever
Prime Sengoku : top 5 all time, FA
BM : top 6 all time STRONGETS FEMALE EVER, HAS THE STRONGEST FAMILY ; EMPEROR
*Shiki : top 7 all time ; 3rd FIDDLE TO WB/ROGER, HAD THE MIGHTIEST ARMY AMONG PIRATES
*Rocks : top 8 all time; LED MONSTERS AND THE STRONGEST CREW EVER
*Akainu : high top tier; FA
Dragon : high top tier; REVO LEADER
Shanks : High top tier; EMPEROR, HAS THE MOST BALANCED CREW
*Prime Kong : High Top tier ; FA
*Teach : Mid top tier (above admirals warlords etc...); RISING EMPEROR
Prime Rayleigh : solid top tier ; RIGHT HAND OF PK
Luffy : low top tier; EMPEROR CANDIDATE
Oden : low top tier SHOGUN CANDIDATE, arguably strongest samurai ever
Katakuri : inbetweener STRONGEST COMMANDER
Kidd : high high tier MAIN THREAT OF WG (As Oda wrote )
Prime Chinjao: high high tier Led one of the biggest army
Hancock: Mid high tier Leads a strong haki army, arguably the 2nd current strongest female
Doffy : Mid high tier King of underworld
Ace : Mid high tier Commander, PK material

*for those who have high chances of being confirmed as Conqueror haki users.

To stand on top of a mighty/famous army OR TO be called a ruler of the sea you need to be a CoC user or else you wont be able to lead monsters and it will backfire.

I feel like The CP-0 will be a conqueror
The most powerful organisations/armies have a CoC leader and underlings ,
And I also feel like elbaf leader will have CoC since their nation is the strongest nation.

Sabo either has it or will have it , since his two other brothers have it as well , he is a leader as well , he is second in command of the RA

Rayleigh did say anyone who’s managed to make a name for themselves are CoC users.

I know your not a fan of Mihawk but I’m hoping someone with World title since there has only been 4 so far in the series shows to have it ...

Other potential CoC users,

Zoro (Right hand to the future PK, and the man he was partly based on, Francois L'Olonnais, was known as a 'charismatic leader')
Usopp (Said he also possessed it, and Usopp's lies tend to become a reality)
Momo (Wishes to surpass his father, Oden, a CoC user)
King (Mainly due to Zoro as his first CoC opponent)
Mihawk (Man who stands atop all Swordsman, and Zoro's endgame)
Ryuma (Revered by all of Wano as a god. Likely was the strongest of his era)
Im-sama (King of the World currently, and potential EOS villain)

If this is the case, I am confused as to why you did not include the 5 people who talk casually with a Yonko and a fleet Admiral like it's not a big deal?




I am also confused as to why you said "Prime Kong", when current Kong is in a higher position as somebody who is the leader of all WG military, including Sakazuki. Not that I disagree with FA Kong having CoC, just using current Kong would be better for your argument.

Top people who lead armies/crews have CoC, but you don't necessarily need it to be a top pirate. You can be a D. for example like Law, who doesn't lead armies/massive crews. Potentially even Mihawk could belong here.

In fact, being a D. is probably even more illustrious. Look at all the D.s: Roger, Garp, Dragon, Xebex, Blackbeard, etc...

Yeah eventually a top dog might oddly not have CoC it's quite of a rare event though

Coz Being a D doesnr make you a natural born leader
Doesnt guarantee you being a Top fighter

Mihawk might but for now he is a solo man, also if he had CoC, he will either lead others or serve someone who is a greater conqueror
