I don't think they are, but that's not the point.
Marco is already weakening them, Sanji has the RS and he can reach through as many PUs as Oda wants any level.
I agree that 2vs1s would have made more sense but Oda already lost any chance of being consistent sending Kid, Law, Killer and Zoro on the roof.
Logically speaking, all of them should have been no match for beginning of Wano G4 Luffy and that Luffy was no match for human Kaido.
Oda realised he couldn't go on drawing underwhelming fights and that Luffy was not enough alone so he made the 5S survive against 2 emperors.
The same goes for everyone else except for Jinbe, probably WsW is very strong and almost comparable to the likes of Queen and King. Franky is even fighting Sasaki, one who was willing to fight a calamity to take his place.
Sanji as a fighter is much more important than Franky, it's just natural he is fighting a calamity alone. And Queen has just too many enemies.
