Nah I'd say Sanjis more so Kakashi.... in terms of moments and growth throughout the series. A Sakura doesn't really exist in the one piece series. She has so few moments in the Naruto series. I honestly can't remember much good about sakura other than the satori fight.

Sanji too doesn't really exist in the one piece series. I honestly can't remember match his fight other than wadatsumi. Oven, daifuku stalemated his base. Page one stalemated his rs. In term of usefulness, he is = sakura. Pre ts Sanji might be = sai but post ts is Sakura. Period
