I don't think it's Teach because Gorosei is already watching Blackbeard (there's a Bloody Admiral in the crew anyway) and Teach has the 2 most powerful Devil Fruits in the World with him.

I think Xebec is the Lurking Legend that Oda Tease and the famous eye patch pirate that was supposed to appear in the story. Sengoku also said that Xebec is no longer of this world. It may be that he speaks literally and not figuratively since God Valley Island also disappeared with him.

I also think Garp is going to die by Xebec's hand. To avenge his defeat in God Valley.

Maybe that's why Weeble is here because it's going to be Whitebeard's replacement since he's dead and he probably wouldn't want to join Xebec.

Oda mentions Shiki too much not to appear in the story. Even Toei makes Shiki appear in the story.

They Shiki in the flashback and even the anime put him. Oda will Retcon Shiki for sure like Dragon Ball Super Reboot Broly

I know this is not One Piece but, Madara and Ywach come back and we thought they died

I think he and his life story will play a big role in the future of OP but I doubt that he's alive. Im, BB and Shanks (imo) are already candidates for the final boss. I think it's unlikely.

I bet he is most likely not, more odds about Shiki however.

The point is Teach could possibly be related to him and so in that instance it would make sense if the former of the dynasty was dead. This isn't that likely, but it's also about him being too much of a Big factor in the past, so if he returned the balance might get messed over.

I'm very skeptical about the latter notion, because we have the likes of Im around and Teach looks similar, but I don't totally rule out the former and about looking similar, that's merely a matter of physical resemblance anyway.

Any writer will go for the thing that is the most interesting
Roger's rival and the guy who lead the strongest crew in history
What would be more interesting him being dead or alive?

I think Sengoku didn't said Rocks was dead. But no longer in this world could be that he is at Moon. So he will be back with Enel(he is trainning Enel, he will comeback knowing literally everything from haki and mostly like will have CoC) and the Final War will be a 3 or even more ways war instead of just 2 sides fighting each other.

But I personally would like if he is dead and Shiki is the lurking legend. Shiki fought Garp and Sengoku for hours, this is impressive even that Sengoku is a weakling.
