I am sorry but Oda didn't follow kishi in any way. One piece started way before Naruto. Oda set up Luffy as special since get go. Luffy was not abandoned child by the village, nor does he yearn for recognition from his village. Besides, it is not chosen one but inherited will concept. Smh.
