1. It was a joke reply.
2. The request was "Zoro and Sanji FIGHTNING in their dreams" how to develop it was a decision made by Oda, he could have perfectly shown both of them doing the same dream of Sanji trying to lend a kick and Zoro parrying or something like that, but he decided to show Zoro dreaming defeating Sanji and the cook dreaming defeating Lolo.
