First and foremost, I think Luffy shouldn't have any sort of a love interest. But I can see that role going to Nami.
Luffy and Zoro work so well together. They are the best bros. Luffy is an extrovert and Zoro is an introvert. They have had so many moments throughout the manga. Even their background moments are great. One of my favorites is after the 2 year time skip when the two of them have a conversation about where Kuma sent them.
Wano is a gift that keeps on giving when it comes to Luffy and Zoro moments.

Actually only Nami can affect Luffy with her Happiness Punch, and Luffy sayin Nami you are my nakama stuff is the closest to love declaration as you can get from Luffy. So Luffy Nami all the way but....
...why is Nami so money-oriented? Luffy should've cured it completely by defeating Arlong so its one trait from Nami i can't stand tbh.
If i make it to finishing my fanfic then Nami will confess that Luffy had actually cured her money-obsession long ago and she had been waiting for Luffy to plumb those orifices for a long time

Why is Luffy x Boa winning over ZoLu and LuNa.
Personally I think ZoLu have the best emotional connection and they are able to communicate just by looking at each other. Zoro keeps Luffy grounded when required.

Shipping is not "non canon" in general, Plenty of ships become canon or are officially canon in the series. In fact shipping wars are a thing because shippers fights over which one becomes canon
So like I said, many people might just vote Luffy x Hancock because it's the most probable one
